ANIMAL RAISING CLAIMS

Raising claims relate to claims made in the trade description or export documentation about the animal or supply chain specifically relating to animal husbandry conditions, feeding, handling, drug treatments and /or geographical reference which is specifically required by an importing country.

An approved program within the Quality Management System (QMS) must be developed and must be clearly defined and legally based.

TRADE DESCRIPTION

AUS-MEAT Limited responsibilities for Trade Description (Export) are detailed in Meat Notice MN 2016/02

Requirements of trade descriptions under the Orders are to ensure meat and meat products intended for export for food:

  • Are wholesome or are identified for export for further processing for food; and
  • Meet requirements to have an accurate trade description; and
  • Meet the importing country requirements necessary to maintain market eligibility; and
  • Are traceable, can be recalled if required and their integrity is assured.

The three core components of an Animal Raising Claim:

Program Approval: Approval by AUS-MEAT Limited for the Livestock Sourcing through to the application of final Trade Description, incorporated within the AUS-MEAT approved QMS (all markets).

Approved Arrangement: Approval by The Department of Agriculture based on Program Approval by AUS-MEAT under the MOU between the Parties (export purposes);

Market Access: Pre-conditions for specific market access or operational requirements to meet importing country requirements including label approval (where applicable).

There are a number of National and International recognised programs that can be used to support a range of Animal Raising Claims. As well as providing established Standards and Certification, these programs are supported by independent third party audit verification:

BEEF

Pasture Fed Cattle Assurance System (PCAS) - comprises exclusively Pasture or forage fed (100% Grass Fed). Additional Modules for HGP Free, Antibiotic Free certification.

National Feedlot Accreditation Scheme (NFAS) - comprises the Standards and Rules required for the accreditation of Beef Feedlots to comply with the minimum standards for Grain Fed Beef.

Global Animal Partnership (GAP) - animal welfare standard comprising Pasture centred, HGP Free and Antibiotic Free certification.

Humane Choice - comprises Free Range certification.

Livestock Production Assurance (LPA-QA) - incorporates CATTLECARE programs and represents the second tier (Level 2) of the LPA framework.

SHEEPMEAT

Global Animal Partnership (GAP) - comprises Pasture centred, HGP Free and Antibiotic Free certification.

Humane Choice - comprises Free Range certification.

Livestock Production Assurance (LPA-QA) - incorporates Flockcare programs and represents the second tier (Level 2) of the LPA framework.

PORK

Australian Pork Industry QA Program (APIQ) - animal welfare program comprising Free Range certification.

Humane Choice - comprises Free Range certification.

 

ANIMAL RAISING CLAIM FRAME WORK

The Australian Meat Industry Language and Standards Committee (AMILSC) has finalised an Animal Raising Claim Framework for Beef Production Systems which is now available on the link below:

AUS-MEAT has also developed a number of guidance documents to assist processors develop Animal Raising Claim programs. Where processors choose to develop their own private company standard (as opposed to using established / recognised standards - as shown above) any AUS-MEAT time / resources directly related to On Farm components will be subject to AUS-MEAT's standard commercial fee rates.
